About the Position: Assigned to duty in the St. Marys River Section of the Soo Area Office with primary responsibility for the operation of vessels up to a 26 foot Survey Launch powered by two 225 horsepower outboard motors; these vessels are used for the purpose of conducting hydrographic, reconnaissance and surveys of rivers, harbors and channels in connection with before and after dredging inspections and strike and condition surveys.

This is a developmental position with promotion potential to the target grade of XF-08. Position may be filled at either the XF-06 or XF-08 grade level.
Operates a Survey Launch as a member of a survey crew in connection with conducting before and after dredging soundings and condition surveys of rivers, harbors and channels at various locations.
Responsible for the operation and maintenance, navigation, and maneuvering of the vessels; for determining and following courses when making inspection trips; and when making surveys, for maintaining exact courses and speeds in swift or shallow water and under difficult weather conditions.
When operating the boat, maintains as far as possible a constant rate of speed on definite ranges between shore lines and in open water, regardless of condition of water or current. Holds boat within narrow limits when working on rough water. Steers boat alongside of moving plant or craft, and is constantly alert to avoid damaging the boat by contact with other craft, and objects.
Starts,stops, and steers vessel by operating controls in pilot house or helm requiring ability to maneuver the boat in all kinds of weather and at times on very rough open water.
Operates and steers boat on prescribed and accurate courses during process of taking water soundings by use of depth recorder (sonic sounding equipment, etc.), requiring skill and knowledge of survey work underway.
At the XF-06 grade the incumbent performs developmental assignments under closer than normal supervision. Assignments become progressively more difficult until the full performance level is reached. Noncompetitive promotion to the target job may be effected provided the incumbent is sufficiently experienced, meets all necessary qualification requirements for promotion to the target job, is performing the full scope of the major duties, and is functioning under the supervisory controls as stated in the target job description.
Promotion to the target grade level XF-5786-08, Small Craft Operator, requires that the incumbent successfully obtain and maintain a Michigan State Class A Commercial Drivers License (CDL) with a hazardous materials and tank endorsements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATION: To qualify, no specific length of experience or training is required, however, you must be able to demonstrate through information provided in your resume that you possess sufficient knowledge, skills, and abilities to perform the duties of this position without more than normal supervision.
SCREEN OUT ELEMENT: Ability to do the work of a Small Craft Operator without more than normal supervision. Applicants MUST meet this screen out element to be considered for this position. Applications will also be reviewed for:

RESPONSIBILITY: Works under the general supervision of the Chief, Facility Management Branch St. Marys River Section or the Chief Survey Party depending on the type of work to which assigned. Performs duties in accordance with established procedures, verbal instruction and motions and signals of supervisor who may be working along shore putting in targets and range markers.
PHYSICAL EFFORT: Physical exertion is required in lifting heavy parts, loading and unloading supplies and equipment, etc. Moderate effort is required during general maintenance work. Coordination of hands, eyes, body, and legs is needed to work safely on wet and moving decks, climbing up and down ladders, or transferring from one boat to another.
WORKING CONDITIONS: Works around moving machinery and floating plant, on open and protected waters, shallow and deep waters, and in all kinds of weather. Continuous standing, walking and stooping are required. Since work is over water, there is danger of drowning, although workers are required to wear life vests while working on or around open water. Because work is performed on a small boat, the danger of injury from collision with floating and submerged logs, drift, and other obstructions is present.
